Historic doessn't have a Snapcaster Mage outside of Torrential Gearhulk but Saiba Syphoner seems great as its costs can be reduced when we're out of Instant/Sorcery spells in hand. On top of that, it's still just fine at four mana since it has flash. The card should help control decks keep gas in the tank against the Thoughtseize heavy matchups. It's also just great to buy back a sweeper against an aggro heavy match up. 

Conclusion

Saiba Syphoner feels like a card that is right at home in Azorius or any blue-based control deck. Despite having Rest in Peace in the main deck, this card is still worth playing as we don't always have to run out the RIP. The card isn't an auto-four of like Snapcaster Mage but I think one to two copies is exactly what a control deck would like in Historic!
