Deck Primer / Description

Over a third of the deck is dedicated to the Cycling mechanic, and Fluctuator reduces most of your cycling costs to 0 mana. New Perspectives removes the rest of the costs that Fluctuator can't reach. The deck is intended to play like a combo deck (despite its lack of 2 card infinite combos), treat either these two cards as your combo starters. There are a couple cards with low Madness costs in the deck, they are intended to be used for the discard costs of your draw spells (until you get Oskar out and can use his ability for the discarded spells). Before you decide to combo off, make sure you have some immediate benefit from discarding, like you can get from Cryptcaller Chariot or Feast of Sanity or the like. Of those benefits, the ones that make creatures can be further leveraged with sacrifice outlets like Ashnod's Altar. There are several spells that can bring Shadow of the Grave back from the graveyard, and one to tutor it from the deck, that's enough cycling potential to draw through your deck multiple times. The reason you want to go through your deck is for a combo finish with someone like Jace, Wielder of Mysteries. The three artifact tutors in the deck are to find Fluctuator more reliably, since you need it or Perspectives to start comboing.
Outside your combo, there are a handful of lands that tap for multiple mana, all cards that untap lands are intended for those lands to be mana positive rituals, as it were. The rest of the deck is made up of spells that let you draw cards, usually at the cost of discarding some. The intended game plan is to set up with those discard/draw spells till you are ready to combo off.

The "sideboard" are all cards I initially had in the 99 that I cut in playtesting, if you want to try them please feel free, maybe some will help you more than they helped me. Most of them are more of the draw/discard cards you could use in case the deck does not reach its combo turn consistantly enough for you, but their presence increases the possibility of bricking on the turn you try to go off, so only put them in if you really have to.

Lastly, a comment on power level. The deck wins by a combo as early as turn 2 if you get the nuts, so it cannot be classified as anything lower than bracket 3, but since the entire plan hinges around finding and using a specific artifact (or a 6 mana enchantment with minimal ramping), the deck could likely also be played against classic bracket 2 decks without anyone feeling bad.
